Abstract: Numerous policies have been implemented without thorough impact analysis. We focus on evaluating the effectiveness of reservation in uplifting the Scheduled Castes (SC) and Scheduled Tribes (ST) communities. In this study, we present our understanding of the status of the concerned communities based on population, health, nutrition[1], demography, non-farm employment structure, night light cover[4], and enterprise ownership[3] through several studies. We evaluate more potential indicators to thoroughly assess the current situation. We also implement a metric to identify indicators reflecting generational progress in terms of entrepreneurship within these groups. With the vision and guidance of Pushpendra sir and Sujata ma’am, we have established a formula metric SCST Entrepreneurial Growth Indicator (SEGI)[9] to quantify the status of the Scheduled Castes and Scheduled Tribes (hereafter referred to by SC and ST). The formula is adapted from the study by Durlauf, to highlight the socio-economic status of an individual in the current generation relative to their previous generation[6]. We also elaborate on the future scope of the study and our ambition to produce comprehensive statistical analyses with entrepreneurial data as expected to be extended by the Maharashtra government by December 2023. Further, we move on to assess the impact of reservations on fostering entrepreneurial growth and socio-economic development among the SC and ST in India.
